Nyancat Testnet Upgrade

We have released irishub v0.14.3, this new version is to address a weakness in v0.14.1 which, when coinciding with governance parameter setting errors, leads to governance procedures unusable in testnets. We found this problem when trying to go through a governance procedure in Nyancat. However, this problem does not exist in the mainnet, because the mainnet version strictly validates all genesis parameters at startup.

We’ll take Bianjie node offline to stop the Nyancat network at 2019-06-24 06:00:00 (UTC)，the genesis_time of nyancat-2 is to be discussed here :slight_smile:

What’s the start time for nyancat-2 ?

I think 1 to 2 days after the nyancat testnet stops, so most testnet validators have time to understand and perform this upgrade. So I suggest 2019-06-26T06:00:00.000000000Z

I think 9pm (Beijing Time) or 13:00 UTC is best for most validators around the world.
